When I got my first water bill I couldn´t figure out how it could be so expensive, that is how the majority of people would be able to afford water at that price. Later I learned that houses and apartments are divided into "Estrada"s depending on how fancy they are, so if you live in a fancier apartment or neighbourhood you pay more for your utilities, and if you are poorer you end up paying less! Great system!
